Brevard and Seminole make up the Eighteenth Circuit Courts which have jurisdiction over matters not assigned to county courts.

What is a circuit?

There are 20 judicial circuits in the Florida court system. Brevard and Seminole make up the Eighteenth Circuit. Circuit courts have general trial jurisdiction over matters not assigned by statute to the county courts and also hear appeals from county court cases. Some circuits are made up of multiple counties.

What is County Court?

County courts' work involves voluminous citizen disputes, traffic court, misdemeanors, and relatively small monetary disputes.

What County Courts Do?

The Florida Constitution establishes that there is ONE county court in each of Florida’s 67 counties. The county courts are sometimes referred to as "the people's courts," probably because a large part of the courts' work involves voluminous citizen disputes, such as traffic offenses, less serious criminal matters (misdemeanors), and relatively small monetary disputes.

General Magistrates & Hearing Officers

What do they do?

General Magistrates are responsible for cases involving:

  • Temporary relief (alimony, child support, and attorneys fees and costs in family law cases)
  • Contempt of court
  • Support enforcement
  • Mental health (Baker Act)
  • Substance abuse (Marchman Act)
  • Tuberculosis and Sexually transmissible diseases
  • Incapacity
  • Guardianship (including guardian applications, background investigations and annual reports filed with the court)
  • Modification of prior rulings
  • Dependency review hearings

As part of the Guardianship Law, General Magistrates assist the Probate Court with guardian application and background checks, and plenary and limited guardianships.


Hearing Officers are appointed to hear Family Division cases dealing with family support issues. The Findings and Recommendations entered by the Hearing Officer have the same force and effect as Orders entered by a Circuit Judge.
